Boone and Winnebago Counties Workforce Investment Board
Committee Information

 Education / Youth Council

The Education / Youth Council will focus on developing and overseeing strategies to connect education and career opportunities for youth.  This Council will also provide oversight for Workforce Investment Act and other funded programming, which includes the selection and evaluation of youth service providers and the coordination of youth services.   This Council is comprised of Workforce Investment Board members and community stakeholders with expertise and experience related to youth services.  Service Delivery Committee (Co-Chairs:  Shirley Walker and Steve Gibson)

The Service Delivery Committee will focus on the local service delivery system.   This Committee will develop strategies to create a coordinated workforce development system comprised of effective, multi-agency collaborations and partnerships within the Rockford MSA to serve the diverse populations that reflect our current and future workforce.   The Committee will develop system measures and criteria for certification of the service centers.  In addition, the Service Delivery Committee oversees the local training plan related to WIA adult and dislocated worker services, oversees and approves training provider selection and evaluation, establishes performance outcomes for programs and projects, and assesses the quality of education and training provided.   A sub-group of this committee reviews and recommends approval of eligible training providers and programs for Individual Training Accounts (ITA).  The Service Delivery Committee approves the ITA programs.  (Staff Liaison:  Sue Molyneaux)

 Communication / Public Relations Committee (Chair:  Karen Brown)

The Communication Committee has the charge of developing an annual communication plan, review of communication vehicles, the review and evaluation of public relations efforts and development of marketing materials.  The Communications / Public Relations Committee is also responsible for the planning and implementation of at least four public events during each fiscal year.  Workforce Investment Board member recruitment and recommendation is also delegated to this Committee.  (Staff Liaison:  John Strandin)

 Finance / Planning Committee (Chair:  Jon Bates)

The Finance / Planning Committee provides oversight of system budget development and monitors expenditures.  The committee also provides guidance for the development and maintenance of Boone and Winnebago counties Workforce Investment Board, Inc. as a viable non-profit corporation.  The Finance / Planning Committee is responsible for strategic plan development and oversight; workforce issue identification, and workforce research and consumer reports.  (Staff Liaison:  Darcy Bucholz)

 Business Relations Committee (Chair:  Mark Podemski)

The Business Relations Committee provides oversight and guidance for the Business Services Team.  This Committee develops strategies to identify local employer needs and increase business utilization of the public workforce system.  This Committee will assess the effectiveness of Business Services.  (Staff Liaison:  Pamela Fettes and Robert Jones)

 Executive Committee (Chair:  Paul Callighan)

The Executive Committee provides guidance and oversight to the other Committees and assesses the job performance of the Executive Director.  In conjunction with the Chief Elected Officials, the Executive Committee identifies community workforce issues and makes assignments of such issues for strategy development and action, as appropriate; and reviews and establishes policy for the local workforce system.  This Committee identifies and implements Board member training opportunities and determines the overall direction of the organization.  (Staff Liaison:  Darcy Bucholz)
