2026 Modification to the 2024-2028 Regional and Local Plan

Under the Workforce Innovation and Opportunity Act (WIOA), Local Workforce Innovation Area (LWIA) Regional and Local Plans are comprehensive four-year strategies developed to align workforce development, education and economic development activities, with the current cycle running from July 1, 2024 to June 30, 2028, with a required two-year review in 2026.

The Workforce Connection, Inc. (TWC) Regional and Local Plan consists of regional and local plan components.  The plan was developed through a robust collaboration with business, economic development, education and workforce development stakeholders, and will align efforts across the Northern Stateline Economic Development Region which includes Boone, Winnebago, Stephenson and Ogle counties.  In addition to the regional plan component, TWC developed a four-year local action plan to direct strategies and investments in Boone, Stephenson and Winnebago counties, which makes up its local workforce area. 

The Draft 2026 Modification to the 2024-2028 Regional and Local Plan is available for public comment through March 13, 2026 at 5:00 p.m. CST. Public comment period is now closed.

Upon approval by the State of Illinois, the modified plan would be effective July 1, 2026.
